The Capital Area Suburban Exchange is the only organization dedicated to assisting local grassroots consitutuencies in the Austin, Texas, area.
CASE traces its roots to the Central Texas Association of Utility Districts. CTAUD was founded in 1994 to assure that suburban governments, particularly municipal utility districts, had a seat at the table during broad-reaching public policy debates. The guiding genius was David L. Harper of Anderson Mill Municipal Utility District, whose fierce energy and astute political mind, helped form what the Austin Chronicle called "one of the most powerful groups" on Capitol Hill. In 1999, these suburban governments persuaded the Texas Legislature to enact a new law that levels the playing field between large city governments and citizens at the grassroots.
Veterans of this dynamic era of local governance came together to form the Capital Area Suburan Exchange in 2004. Donna Howe of Wells Branch Municipal Utility District was its founding president. CASE holds regular workshops and an annual conference to bring local officials together so that they can improve their services to the eventual beneficiaries of CASE -- the people of Central Texas.
